Remember the good old days of collecting soda bottles and returning them to the grocery store for deposit money? Lawmakers in Massachusetts are at it again with a bill that would require a 5 cent deposit on bottled juice, water and sports drinks. Some believe that this is just taxing consumers in disguise. However, lawmakers are quick to point out that it is only a tax if the consumer does not return the bottle for the deposit.
Opponents of the bill believe that this is not the best time to roll out another fee to consumers even if they can get their money back. Another concern is the financial impact that this would have on stores taking in the recycled bottles. They would need to provide valuable store space and equipment to process the bottles. Smaller stores may not be able to expand in order to keep up with the volume.
